 A panel may be formed as a result of this campaign for Grade VII Senior Executive Officer from which current and future,

permanent, temporary and specified purpose vacancies of full or part-time duration may be filled for the Cavan Monaghan IHA Area.

Organisational Context

Details of Service

 

The HSE has now created 6 new health regions. Each region is responsible for providing both hospital and community care for the people in that area.

 

The core vision driving establishment and implementation of the HSE Health Regions is the continued improvement of Patient and Service User care through a more joined-up

integrated health and social care system with an integrated approach to service planning and delivery.

Integrated Healthcare Areas are the substructures within each of the 6 health regions. There are 20 Integrated Healthcare Areas in total. They serve a population of between 150,000 and 450,000

and will take account of local geographies, population size, needs and services.


Integrated Healthcare Areas bring together both acute and community services as well as other non-HSE providers. This will be crucial to supporting and enabling integrated health and social care.

The HSE Dublin and North East health region is divided into 4 healthcare areas:
• HSE Cavan Monaghan
• HSE Louth Meath
• HSE Dublin North City and West
• HSE Dublin North County

 

And will manage and deliver all public health and social care services in:


• Cavan (excluding west Cavan)
• Louth
• Meath
• Monaghan
• North Dublin

 

More than one million people live in this region.

 

The Grade VII Senior Executive Officer will work within the current HSE context taking into account emerging changes in the Irish Health System.

This will include a requirement to adapt to the Regional Healthcare Areas and associated governance structures. It will also require an understanding of the

changing health policy context including Sláintecare, the Integrated Service Delivery Model and Integrated Healthcare area structure and Networks of Care.

Qualifications / experience

 

This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies,

or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867

 

(a) Eligible applicants will be those who on the closing date for the competition:

 

• Have satisfactory experience in an office under the HSE, TUSLA, other statutory Health Agencies, or a body which provides services on behalf of the

HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)

 

And


• Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA,

other statutory Health Agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

 

And

 

(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.


Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a

state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character
Each candidate for and any person holding the office must be of good character

 

Post Specific Requirements

• Significant experience of managing competing priorities and deadlines in the community and /or acute setting, where the ability to analyse and interpret information to inform timely decisions was essential.

 

• Significant experience of working in a busy office environment which has involved interacting in a professional manner with senior management and other key internal and external stakeholders, in the delivery of a quality service.

 

• Significant experience in the use of computer applications such as MS Word, Excel, PowerPoint, etc. to include professional writing, effectively generate letters, reports, tables, presentations, etc.

 

• Significant experience of managing people and fostering teamwork.
