Job Purpose

The Senior Human Resource Advisor supports the delivery and implementation of a range of Generalist and Operational HR services within Louth Hospitals and the provision of advice and guidance on HR and ER issues in order to support the Hospitals and the broader HSE Dublin and North East Region in the achievement of its business objectives.

Provides HR support and guidance in the delivery of the people and organisational strategy in line with government policy and the Health Services People Strategy to ensure the orderly and integrated development of services consistently across Louth Hospitals

 

The Senior Human Resource Advisor will advise managers as to best practice in Human Resource related issues in line with HR policies, protocols and procedures. This responsibility will include participation in recruitment and retention initiatives, employee relations, workforce planning, performance achievement, staff engagement and any other HR Projects / Initiatives which may be assigned from time to time

 

Collaborate and support the Human Resources Manager, Hospital General Manager and Regional HR Management on the implementation of the HR operating model, with specific responsibility for Operational Recruitment, Employee Relations and the Employee Experience.

 

The post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.

Essential Criteria

Candidates must possess on date of application. 

  • At least 3 years significant experience of managing and working at a senior level within Human Resources, including Employee and Industrial Relations experience
  • A proven ability to develop, manage and deliver effective HR strategies including workforce planning, recruitment, performance management, succession planning, HR data/ KPI’s, training and development
  • A record of managing and delivering change in a complex environment, as well as delivering operational excellence
  • Experience of working with multiple unions and negotiating with unions is desirable
  • Strong working knowledge of HR and IT systems – SAP, MS Excel, Word, PowerPoint
  • Excellent report writing and communication skills with technical ability to present data in a timely and professional manner
  • Have demonstrated capacity to achieve results through cross-sectoral working
  • Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
  • A relevant third level qualification or being in the process of attaining a HR qualification is essential. 

    Health

    A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

     

    Character

    Each candidate for and any person holding the office must be of good character.

     

    Note1: Candidates must achieve a pass in Ordinary or Higher-level papers. A pass in a foundation level paper is not acceptable.  Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.  The Leaving Certification Applied Programme does not fulfil the eligibility criteria.
