There is currently one whole time permanent vacancy for the role of Social Worker Team
Leader available in HSE Dublin and North East Region, with an office location in
Cavan/Monaghan.

Organisational Context

Purpose of the Post

To deliver the HSE’s commitment to promoting the protection, welfare and safeguarding of vulnerable persons from abuse.

 

To ensure the safety of vulnerable people at risk in the community in accordance with the HSE Safeguarding Vulnerable Persons at Risk of Abuse (2014) National Policy and Procedures,

to provide oversight of all preliminary screenings completed by HSE services and to assist in the reviewing of safeguarding plans.

 

To provide necessary safeguarding training, to create awareness around the abuse of older persons/those with disabilities and how to report and prevent same.

 

To provide safeguarding advice/guidance as required to members of the public and professionals.

 

To support the safeguarding response to the wider geographical area of the HSE Regional Health Authority of HSE Dublin and North East as required.

 

To support the work of the HSE National Safeguarding Office and that of the HSE Chief Social Worker as relevant.

 

Details of Service

 

The HSE has created six new health regions. Each region is responsible for providing both hospital and community care for the people in that area.

Bringing community health services and hospitals together means we can take a more patient-centred approach to healthcare.

HSE Dublin and North East provides health and social care to North Dublin, Louth, Meath,

Monaghan and Cavan.

 

HSE Dublin and North East Region includes the following hospitals;

  • Beaumont Hospital
  • Cavan General Hospital
  • Connolly Hospital
  • Louth County Hospital
  • National Orthopaedic Hospital Cappagh
  • Monaghan General Hospital
  • Mater Misericordiae University Hospital
  • Our Ladys Hospital Navan
  • Our Lady of Lourdes Hospital
  • Rotunda Hospital

 

There are two safeguarding teams providing safeguarding services across the geographical area of RHA Dublin and North East, one based in and covering North Dublin,

and one based in and covering Louth, Meath, Cavan Monaghan.  This vacancy relates to the Safeguarding team based in and covering Louth, Meath, Cavan, Monaghan.

 

The HSE Adult Safeguarding and Protection Team provide support to vulnerable adults at risk of abuse, both within the community and within HSE and HSE funded services.

This service works under the HSE Safeguarding Vulnerable Persons at Risk of Abuse (2014) National Policy and Procedures.

 

The team has a role in:

  • Promoting the welfare of vulnerable adults.
  • Provide an advice and support resource to professionals and services (disability and nursing home services) having concerns regarding vulnerable adults.
  • Receiving referrals and reports regarding adults at risk of abuse.
  • Assessing indicators of abuse regarding adults at risk of abuse.
  • Responding to reports of abuse regarding adults at risk of abuse.
  • Developing, or supporting the development of interventions and safeguarding plans, and reviewing the effectiveness of such plans.

Qualifications and/ or experience

 

S1. Professional Qualifications, Experience, Statutory Registration etc

 

  • Eligible applicants will be those who on the closing date for the competition:

 (i) Must be registered, or be eligible for registration, on the Social Workers Register

    maintained by the Social Workers Registration Board at CORU.

 

                                                      AND

 

(ii) Have 3 years full time (or an aggregate of 3 years full time) relevant post

     qualification experience.

 

                                                      AND

 

(iii) Have the requisite knowledge and ability (including a high standard of suitability,

      management and professional ability) for the proper discharge of the duties of the

     office.

 

                                                      AND

 

(iv) Provide proof of Statutory Registration on the Social Workers Register maintained

      by the Social Workers Registration Board at CORU before a contract of

      employment can be issued.

 

  1. Annual registration

 

(i) On appointment practitioners must maintain annual registration on the Social

    Workers Register maintained by the Social Workers Registration Board at CORU.

 

                                                AND

 

(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the

    annual Patient Safety Assurance Certificate (PSAC).

 

  1. Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office

and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

  1. Character

Each candidate for and any person holding the office must be of good character.

 

Post Specific Requirements

 

Demonstrate depth and breadth of experience in Safeguarding practice with adults at risk of abuse, including:

 

  • Have a knowledge of the HSE Safeguarding Vulnerable Persons at Risk of Abuse (2014) National Policy and Procedures, ADM ACT 2015, HIQA standards; HSE National Consent Policy (2024).
  • Assessing risk, making effective safety plans, and managing complex cases in a person centred and outcome focused manner.
  • Experience of working with older persons, adults with disabilities and/ or in adult mental health.
  • Offering guidance and support to other professionals (e.g. Professionally Qualified Social Workers).

                                                             AND

  • Experience of the design, delivery and evaluation of training and awareness initiatives (workshops, briefings, trainings etc) would be desirable but not required.
