Organisational Context

Purpose of Post

The post-holder will provide support to the Finance Manager by effectively and efficiently
managing a variety of accounting aspects within the finance department.

He/she will be an active member of the Finance Management Team and will manage and provide leadership
to the various sub departments within the Finance Department.
He/she will ensure that resources are managed efficiently, effectively, and that proper
financial and management accounting processes and procedures are in place.

 

Details of Service

The HSE has created six new health regions. Each region is responsible for providing
both hospital ad community care for the people in that area. Bringing community health
services and hospitals together means we can take a more patient-centred approach to
healthcare.
HSE Dublin and North East region which provides health and social care to North Dublin,
Louth, Meath, Monaghan and most areas of Cavan.
Cavan & Monaghan Hospital provides a range of acute services including:
 Acute medical in-patient services
 Elective surgery
 24 hour emergency care
 Intensive care
 Diagnostic and support services
 Outpatient care

Essential Criteria

Candidates must have at the latest date of application:


This campaign is confined to staff who are currently employed by the HSE, TUSLA,
other statutory health agencies, or a body which provides services on behalf of the
HSE under Section 38 of the Health Act 2004 as per Workplace Relations
Commission agreement -161867"


(a) Eligible applicants will be those who on the closing date for the competition:


• Have satisfactory experience in an office under the HSE, TUSLA, other statutory Health
Agencies, or a body which provides services on behalf of the
HSE under Section 38 of the Health Act 2004 at a level not lower than that of Clerical
Officer


AND


(b) Candidates must possess the requisite knowledge and ability, including a high
standard of suitability, for the proper discharge of the office.


AND


 Proven track record of leading and delivering projects on time that are innovative and
drive improvement in a health care setting or related service.


AND

 

Proven, documented experience of complex data interrogation and statistical analysis
in a multi-faceted organisation including high level of accuracy and attention to detail,
and the ability to deliver analytical outputs to a high standard.


AND


 Have a Clinical Understanding and Knowledge of Acute hospital Services.


AND


 A demonstrated record of supporting the delivery of change and experience of
managing and working collaboratively with multiple stakeholders.


AND


 Candidates must possess the requisite knowledge and ability, including a high
standard of suitability, for the proper discharge of the office.


AND

 

Candidates must demonstrate a commitment to ongoing Professional Development
Membership or working towards membership of a recognised or prescribed accountancy
body such as ACCA, CPA, ACMA, CIMA, ACA or equivalent.
Relevant senior post –qualification experience in a large complex organisation with
multiple stakeholders.
Demonstrate experience of finance and budgeting systems in a large computerised
organisation


Health
A candidate for and any person holding the office must be fully competent and capable
of undertaking the duties attached to the office and be in a state of health such as would
indicate a reasonable prospect of ability to render regular and efficient service.


Character
Each candidate for and any person holding the office must be of good character.


Other Specific Requirements
A flexible approach to working hours is required in order to ensure deadlines are met
and is expected to facilitate working additional hours on occasion, when requested.
Access to appropriate transport to fulfil the requirements of the post which may involve
travel and cross-site working.
