Job Purpose

The HR Information Systems & Analytics Manager will lead the development, governance, and strategic application of workforce data, analytics, and HR systems across the Dublin North East Region.

 

The role is critical in ensuring that workforce decisions are driven by accurate, trusted, and actionable data, and that system and data structures enable effective control, planning, and service delivery across the region

 

The post holder will operate as a key advisor to senior leadership, providing insight, challenge, and direction on workforce trends, performance, and planning. They will lead a high-performing team and drive the continuous evolution of HR data systems, reporting frameworks, and analytics capability.

Essential Criteria

Candidates must have at the latest date of application:

  • Significant management experience within a complex organisation (preferably healthcare or public sector), including:
    • Workforce analytics, HR systems, or business intelligence
    • Leading and managing teams
  • Proven experience in:
    • Delivering data-driven insights to senior stakeholders
    • Developing and implementing strategic and operational plans
    • Driving change in a complex, multi-stakeholder environment
  • Strong understanding of:
    • Workforce planning principles
    • HR data systems (e.g. SAP or equivalent)
    • Data governance and reporting frameworks
  • A track record of delivering measurable outcomes through data, systems, and process improvement.
  • Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

Note1: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable.  Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.  The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

 

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

Character

Each candidate for and any person holding the office must be of good character.
