Job Purpose

The post holder will provide administrative support to the Regional Business Partner - Medical Workforce. The role is responsible for providing support to Medical Workforce teams across the Dublin and North East Region. The position requires a collaborative and supportive approach to the development of services and structures, embracing continuous quality improvement and the implementation of changes necessary to achieve organisational objectives within Medical Workforce Department.

 

Organisational Context

The HSE has created six new health regions. Each region is responsible for providing both hospital and community care for the people in that area. Bringing community health services and hospitals together means we can take a more patient-centred approach to healthcare.

 

HSE Dublin and North East provides health and social care to North Dublin, Louth, Meath,

Monaghan and most areas of Cavan.

 

HSE Dublin and North East Region includes the following hospitals;

  • Beaumont Hospital
  • Cavan General Hospital
  • Connolly Hospital
  • Louth County Hospital
  • National Orthopaedic Hospital Cappagh
  • Monaghan General Hospital
  • Mater Misericordiae University Hospital
  • Our Ladys Hospital Navan
  • Our Lady of Lourdes Hospital
  • Rotunda Hospital

Key Responsibilities

The position of Grade V Medical Workforce Officer responsibilities include the following:

 

Administration

  • Provide efficient and effective administrative support to the Regional Business Partner in relation to Consultant Appointments for the Region
  • Co-ordinate and manage all Consultant applications to the Regional Consultant Employment Control Committee (RCECC) and Consultant Appointments Applications Committee (CAAC) and follow through on the outputs and actions
  • Liaise with Clinical Programmes Leads regarding CAAC applications
  • Liaise with all sites ensuring all CAP applications are uploaded and supporting documentation is in order
  • Liaise with NDTP regarding CAP queries
  • Ensure that the NDTP database system-DIME is maintained and that all data is up to date
  • Produce DIME reports as and when required
  • Ensure all modules of the National Doctors Integrated Management eSystem (DIME) is appropriately maintained for the Region
  • Develop and maintain appropriate methods to monitor DIME compliance to ensure that the quality of the data is valid and accurate
  • Enhance, develop and maintain tracking systems for consultant applications
  • To review, under the guidance of the Regional Business Partner Medical Workforce, the current systems/processes with a view to feeding into recommendations for improvement
  • Adhoc medical workforce recruitment

 

Service Delivery:

  • Deal appropriately and efficiently with external and internal communications and queries
  • Act as a point of contact for staff on medical workforce related issues in accordance with HR and national policies
  • Contribute to PQ, FOI etc requests relating to resourcing and Consultants posts as required
  • To assist with the provision of reports and other requests that are required by the Medical Workforce department, HR Team, Finance and external agencies e.g. HSE, NDTP, Irish Medical Council
  • Record all relevant information on internal and external tracking systems
  • Promote good working conditions within the Medical Workforce Human Resources Department, with colleagues in other departments and outside agencies where applicable
  • Work and cooperate with other members of the Medical Workforce Human Resources Department to ensure best practice and continuously improve on HR systems and processes
  • All positions will involve interaction and liaison with a wide range of stakeholders both internal and external to the HSE
  • Work closely with the HR teams across the Dublin and North East Region to administer and support all HR system technologies and enhancements that improve HR operational efficiency and effectiveness
  • Support the implementation of any national agreements, strategies or circulars as directed by the Regional Director of People
  • Maintain confidentiality and a high level of professionalism
  • Other duties as assigned

 

Standards, Policies, Procedures & Legislation

  • Maintain own knowledge of relevant HSE policies, procedures, guidelines and practices to perform the role effectively and to ensure current work standards are met by own team
  • Maintain own knowledge of relevant regulations and legislation e.g. Financial Regulations, Health & Safety Legislation, Employment Legislation, FOI Acts, GDPR
  • Adequately identifies, assesses, manages and monitors risk within their area of responsibility
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service
