Job Purpose

The Senior Executive Officer (Grade VII) will provide operational leadership, coordination and oversight of investigations managed through the Regional Investigation Management Unit (RIMU) within the HSE Dublin and North East Region.

 

The post holder will support the delivery of a fair, robust, timely and procedurally sound investigations process in accordance with HSE policies including Dignity at Work, Disciplinary Procedures, Trust in Care and associated governance frameworks.

 

The role will involve managing the end-to-end investigation process, ensuring compliance with agreed standards, supporting investigators and local HR teams, coordinating screening and referral processes, maintaining governance oversight and contributing to organisational learning and continuous improvement initiatives.

 

The post holder will work collaboratively with senior management, HR, investigators, operational services and relevant stakeholders to ensure investigations are conducted efficiently, professionally and in line with the principles of natural justice, confidentiality and procedural fairness.

Essential Criteria

This campaign is for staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867

Eligible applicants will be those who on the closing date for the competition:

 

  • Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)

            And

  • Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

             And

  • Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

Post Specific Requirement

  • Significant relevant administrative, governance, HR, employee relations or investigation management experience.
  • Experience coordinating complex processes involving multiple stakeholders.
  • Knowledge of workplace investigation procedures and relevant employment frameworks.
  • Experience preparing reports, correspondence and governance documentation.
  • High levels of organisational ability and attention to detail.
  • Ability to manage sensitive and confidential information appropriately.
  • Proficiency in Microsoft Office applications and case management systems.
  • Experience working in a large complex organisation, preferably within the public sector or healthcare environment, is desirable.
