Purpose of the Post
The post holder is responsible for the delivery and implementation of a range of generalist HR services within the Human Resources Department IHA Cavan Monaghan Louth Meath
and the provision of advice and guidance on HR and ER issues in order to support the department and the broader HSE Dublin and North East Region in the achievement of its business objectives.
Provide HR support and guidance in the delivery of the people and organisational strategy in line with government policy and the Health Services People Strategy
to ensure the orderly and integrated development of services consistently.
Collaborate and support the Interim Head of Service, Human Resources and Regional HR Management on the implementation of the HR operating model.
Details of Service
Integrated Healthcare Areas are the substructures within each of the 6 health regions. There are 20 Integrated Healthcare Areas in total.
They serve a population of between 150,000 and 450,000 and will take account of local geographies, population size, needs and services.
Integrated Healthcare Areas bring together both acute and IHA services as well as other non-HSE providers.
This will be crucial to supporting and enabling integrated health and social care.
The HSE Dublin and North East health region is divided into 4 healthcare areas:
• HSE Cavan Monaghan
• HSE Louth Meath
• HSE Dublin North City and West
• HSE Dublin North County
And will manage and deliver all public health and social care services in:
• Cavan (excluding west Cavan)
• Louth
• Meath
• Monaghan
• North Dublin
More than one million people live in this region.
The Grade VII Human Resources Business Manager will work within the current HSE context taking into account emerging changes in the Irish Health System.
This will include a requirement to adapt to the Regional Healthcare Areas and associated governance structures. It will also require an understanding of the changing health policy context including Sláintecare,
the Integrated Service Delivery Model and Integrated Healthcare area structure and Networks of Care.

human resources; and leads to the development of a modern high-performing workforce. Implementing the Health Services People Strategy 2019-2024 Leaders in People Services and working with senior management,
a key objective for HR is to ensure the health services effectively harnesses and develops the current and future talent of its leaders.
The implementation of an evidence-led People Strategy that is fully aligned to the drivers of organisational performance is also a key objective for HR. Leadership practices,
talent management and organisational learning capacity are key facets of human capital management that underpin the strategy. This seeks to develop an aligned suite of
high quality people management practices with a priority focus on improving quality patient care and increased organisational performance.
Eligibility Criteria
Qualifications and/ or experience
Eligible candidates will be those who on the closing date for the competition:
• Have significant experience of working in a HR role that has involved dealing with HR matters e.g. recruitment, industrial relations, training and development, etc.
And
• Have experience of delivering change projects involving multiple stakeholders
And
• Have experience of managing competing priorities and deadlines, where the ability to analyse and interpret information to make decisions quickly and accurately is required, as relevant to the role.

A candidate for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would
indicate a reasonable prospect of ability to render regular and efficient service.
