The Haemovigilance Officer works at the highest level requiring specialised education, training, leadership, interpersonal and management skills to act as an advisor, consultant and educator on the transfusion of blood and related issues and in the provision of an effective Haemovigilance quality service in line with legislation and accreditation. Actively participating in internal and external quality control, quality assurance, audit and accreditation.
The Haemovigilance Officer will participate in the Louth Hospitals Haemovigilance team objectives.
Main objectives are
Investigate and report SAE/SAR’S and non-conforming processes
A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled.
Candidates must have at the latest date of application: -
Category A: Nursing Applicants
(i) Be registered in the General Division of the Register of Nurses &
Midwives maintained by An Bord Altranais agus Cnáimhseachais na
hÉireann (Nursing and Midwifery Board of Ireland) or be entitled to be
so registered
and
(ii) Have at least 5 years post registration experience of which 2 years’
experience is in the specialist area of an acute clinical setting in
which blood / blood products are used
and
(iii) Have the clinical, managerial and administrative capacity to properly
discharge the functions of the role
and
(iv) Demonstrate evidence of continuing professional development at the
appropriate level
Annual Registration
Practitioners must maintain active annual registration on the appropriate/relevant Division of the register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (An Bord Altranais agus Cnáimhseachais na hÈireann) for the role
And
Confirm annual registration with NMBI to the Hospital by way of the annual Patient Safety Assurance Certificate (PSAC).
Category B: Medical Scientist Applicants

(b) | Hold a comparable qualification recognised by the Medical Scientists Registration Board at CORU.

(c) | Submit proof to the HSE of their application for recognition of their qualifications from the Medical Scientists Registration Board at CORU by a date specified by the HSE. (HBS Recruit or recruiting unit will specify this date, generally pre interview date).

(d) | Hold a qualification previously recognised by the Academy of Clinical Science and Laboratory Medicine (ACSLM) (formerly the Academy of Medical Laboratory Science) up to 31st March 2019.

(e) | Possess four years full time clinical experience (or an aggregate of four years’ full time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist.

Individuals who qualified before the 31st March 2019 and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years fulltime (or an aggregate of 2 years fulltime), between 31st March 2014 and 30th March 2019 must:

Category A
Appointees who subsequently fail to achieve the necessary registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU will not be able to continue in the role of a Medical Scientist beyond the 30th March 2021.
Category B
Appointees must have applied for registration with CORU by the 30th March 2021 to continue in the role of a Medical Scientist beyond the 30th March 2021.
On appointment, medical scientists practitioners must maintain live annual registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU or if the practitioner is from a Nursing background they must be registered in the General Division of the Register of Nurses & Midwives maintained by An Bord Altranais agus Cnáimhseachais na hÉireann (Nursing and Midwifery Board of Ireland).
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Candidates for and any person holding the office must be of good character.
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
The status quo in the context of the filling of vacancies for Haemovigilance Officer will remain, i.e. that such vacancies are open to both Nurses and Medical Scientists, based on existing criteria. This is to be reflected in all relevant advertisements published. We note no bar point or requirement for level 9 Qualification required for Senior Medical Scientist posts is required for Haemoviligance Officers.
